VACANCY NOTICE FOR A PUBLIC HEALTH OFFICER

The Global Forum for Health Research, located at World Health Organization
headquarters in Geneva, was established as a foundation in 1997. Its core
objective is to bring together partners who can help focus research
efforts to better address the health problems of the poor, i.e. help
correct the 10/90 gap (10% of health research funds are devoted to90% of
the world's the health problems). The Global Forum is working towards this
through support of better priority-setting processes and methodologies,
promotion of relevant research, support for concerted efforts in health
research, organization of an annual Forum, dissemination of research
findings and measurement of results.
Tasks and responsibilities
1. Assist in the management of current and future projects under the
Analytical Work component, particularly in the following areas: global
burden of disease, priority-setting in health research, cost effectiveness
and methods to assist resource allocation, resource flows analysis,
analytical work in specific conditions of interest to the Global Forum
(including monitoring progress in priority areas), supporting activities
regarding the five-step priority-setting process for the concerned
disease/risk factor. 2. Assist in the management of current initiatives
supported by the Global Forum taking necessary actions, in collaboration
with the responsible officer for the initiative and its key partners, so
that the initiatives become effective tools in the improvement of the
10/90 gap. 3. Assist the officers in charge of analytical work and
initiatives in the management of all aspects of their programmes including
finance, administration and resource mobilization. 4. Monitor the
implementation of projects, preparing and maintaining timetables and
reports, including preparation of summaries of selected meetings and
correspondence with specific partners. 5. Assist in the preparation of
the annual Workplan and Budget of the Global Forum.
Education, skills and experience
Candidates should possess a post-graduate qualification in Public Health
or in a related field (doctoral degree in medicine, public health or
allied sciences: MD, PhD, DrPH, ScD, DPhil) with specialization in areas
such as international health, tropical health, particularly pertaining to
health of disadvantaged communities; first-hand experience in health
research and in analysis of health-research outcomes; good knowledge of
health-research issues pertaining to priority setting, cost-effectiveness
and monitoring and evaluation of programmes; ability to communicate and
interface with other agencies; experience of working in developing
countries and with international organizations an advantage; publications
in international and peer-reviewed literature an asset; good management,
communication and leadership skills essential; excellent knowledge of
English; knowledge of French an asset.
Terms of employment
Conditions of employment are competitive with United Nations agencies in
Geneva. Remuneration will be based upon qualifications and experience and
is similar to a P3-P4 in the UN system. The appointment will be for an
initial period of two years, renewable thereafter.
