Haven't followed the whole discussion so apologies if I have lost the plot a little.

"Banning" means removing entirely I presume? I did work in promoting the oral health of Primary School children (South Africa) using a various strategies which included improving the quality of food available in tuck shops. I learned a very good lesson....beware of making the healthy choice the only choice as kids access alternative sources for junk food and people external to the school end up making a profit. School authorities are consequently less inclined to support health interventions that affect their income!
