Another Reference would be the report done by the now defunct Premiers
Council on Health ... They produced a doc under the authorship of Colin
Maloney - (then and still current) Exec. Dir. of the Catholic Childrens Aid
Society in TO. I am sure his office would still have a copy. 416-395-1500
