Framework for Women Centred Care Training Development and Delivery

The Community and Public Involvement division (CPI) of the
Vancouver/Richmond Health Board (V/RHB) is requesting proposals to develop
and deliver training for V/RHB staff around the Framework for Women Centred
Health (FWCH).
The contract will commence in December, 2001 and be completed by March 31,
2002.

BACKGROUND AND CONTEXT
The V/RHB is responsible for setting the direction for health care and
sustaining and improving health services in the Vancouver/Richmond health
region. Community and Public Involvement (CPI) is the department that
supports the public in identifying priority health issues, in providing
program and policy advice to the V/RHB, and in advocating for individuals,
communities and populations within the health care system. CPI also supports
the public in responding to requests from the V/RHB for community input and
advice. This is a pivotal role in the process of bringing forward meaningful
and credible recommendations to the V/RHB from the public at both the local
and regional levels.
In 1998, the V/RHB and its Women's Population Health Advisory Committee
(PHAC), with the support of BC Women's Hospital and Health Centre, initiated
a Women's Health Planning Project. This project involved key stakeholders
(residents, community-based organizations, and health care providers) and
resulted in the development of the Framework for Women Centred Health
(FWCH). In February, 2000, the V/RHB approved the use of the FWCH to guide
its policies, programs, services and structures. Since that time, V/RHB
staff have been working on the implementation of the Framework throughout
the region.
An essential element of the implementation is staff training around the
Framework. To this end, we are seeking a skilled contractor to develop a
training curriculum based on the Framework and to deliver the training in
selected V/RHB sites.
DELIVERABLES
1. A detailed work plan identifying all contract activities, major
milestones and expected completion dates, with identified evaluation
criteria.
2. A printed training curriculum based on the FWCH that incorporates
practice-based tools (e.g. case studies) focused on health issues such as
violence against women.
3. Training sessions completed with V/RHB staff in several sites.
4. A final report, including the numbers of trainings completed, pre
and post evaluative data from the trainings, and an outline for
sustainability.
PROJECT INFORMATION
· The training development will be done in conjunction with a
reference group made up of V/RHB staff, the consultant on the FWCH, and
members of the public committees. The delivery of the training will be done
in collaboration with community resource people.
· The contractor will be accountable to the Community Developer,
Women's PHAC/ Chair, Women's Health Plan Implementation Task Force, and will
receive guidance and advice from the Reference Group.
· The contractor is expected to be self-sufficient in terms of
computer equipment and office space.
· This project will be funded to a total of $20,000. Training
materials (photocopying etc.) will be covered under a separate budget.
QUALIFICATIONS
Extensive experience in curriculum development and staff training
Knowledge of population health promotion principles
Demonstrated understanding of the Framework for Women Centred Health
Experience with women's issues and community-based organizations
