In a previous message your wrote that prenatal programs for low-income women
and diabetes screening and support for low-income persons were the only two
examples "where there seem to be measured benefits outstripping costs".  Is
this because other areas have not been measured for cost effectiveness, or
does it mean that other areas have been measured but have not been shown to
be cost-effective?

I would be very interested in learning what kind of methodology and/or
formula you used for the cost-benefit analysis of the smoking prevention
program.  Can you summarize for us here or should I just order the report?
How much does the report cost?
