The following Request for Proposals is very interesting - particularly for
public health sciences area working with community organizations.

Please find a call for proposals regarding a foreign trained professionals
mentoring project. This is a joint community project spearheaded by Access
Alliance and funded by the Maytree Foundation.  For more information -

Request for Proposal

"Examining viable options for employment for
Foreign trained health care professionals"

This is the developmental phase of project that will support foreign-trained
professionals re-entry to employment within the broader health care sector
in Canada.  The following organisations are currently members of the project
steering committee: Access Alliance Multicultural Community Health Centre,
Association of International Physicians and Surgeons in Ontario (AIPSO),
Coalition of Agencies Serving South Asians (CASSA), Scadding Court Community
Centre, Maytree Foundation.   The partners plan to contract with a
consultant(s) to undertake research; develop a model or framework for
services and attempt to interest other funders for the implementation phase

Guiding Principles for Project
§ Creates long-term not short-term impacts
§ Works with mainstream institutions to support their addressing access
barriers
§ Supports appropriate utilisation of transferable skills of foreign-trained
professionals
§ Acknowledges that Canadian culture is enriched by the culture that
individuals who immigrate to Canada bring with them
§ Strives to find a cost-effective and doable model for participation of
foreign-trained professionals in broader health sector
§ Seeks to inform and educate through our work the public and those who work
in and around these issues

What we need
By the end of the developmental phase, we want to have all these questions
answered:
§ Are there careers/professions, which would be most uniquely suited to the
skills, knowledge, education and attributes of foreign-trained health care
professionals?
§ If so, which professions and careers are best suited and why?
§ How is this assessed?
§ What is the position of those who employ in these sectors vis a vis this
initiative?
§ What is the position of those who would potentially fund such an
initiative?
§ What would a program intervention look like?
§ What would it cost and who would pay for it?
§ What would be the outcomes?
§ Which stakeholders are important for the initiative to partner with and
why?
§ What are the different ways in which stakeholders can participate?


Who we are looking for
If you are a consultant with knowledge of and/or experience working in the
broader public health sector as well as knowledge relating to issues of
access to professions by foreign-trained professionals, we would like to
hear from you by October 20, 2000.

Your proposal must include your strategy and methodology, including
reference to potential data sources and sector interviews you would conduct.
Include assumptions and reference to concrete deliverables, budget and
project timelines.  Estimated project duration is not more than six months.
