The Ontario government is instituting mandatory literacy and drug tests for
social assistance recipients. Dr. Philip Berger of St. Michael's Hospital and
Dr. Patrick Smith, Vice President of Clinical Programs at the Centre for
Addiction and Mental Heath have publicly denounced this plan as a
hare-brained scheme.
