Health Policy Specialist
World Bank Institute, Washington DC

Background

In 1997, the Human Development Division of the World Bank Institute (WBI)
launched a major learning program -- the Flagship Program on Health Sector
Reform and Sustainable Financing -- to improve the capacity of Bank client
countries and Bank staff to enhance the performance of national health
systems.  Goals of the Flagship Program conform to goals of WBI overall to
balance World Bank lending programs with effective learning programs that
improve national capacities of Bank client countries.  Particular emphasis
in the Flagship Program s placed on the interrelationship between health
and poverty conditions because the poor not only suffer worse health
outcomes but are exposed to greatest catastrophic financial loss and
therefore indebtedness -- at times of serious illness or injury.

In the three years since its inception, the Flagship Program has provided
training to 2,061 participants from 56 countries, of whom 284 attended the
annual 23 day Flagship course in Washington DC, and 1,777 participants
attended training at regional flagship partner institutes in Senegal,
South Africa, Chile, Thailand, China, Lebanon and Hungary.  This amounts
to more than 22,000 participant training days, worldwide.  In view of
these achievements, the Flagship program will be scaled up by WBI to reach
a wider audience, particularly through its regional partner institutes and
an expansive distance learning program, development of websites, and
networking through on-line communities.

The Position

To facilitate expansion of the Flagship program, and to assure highest
quality standards, WBI is collaborating with the Canadian International
Development Agency (CIDA) to identify a suitable Canadian candidate for
the position of Health Policy Specialist.  This CIDA supported position
will be for two years at the World Bank Institute in Washington DC.
Under the direction of the WBI Division Manager, Michelle Riboud, and the
supervision of the WBIHDs Health Team Leader, Paul Shaw, the health policy
specialist will serve as a core member of the "Flagship Team".  The
desired starting date is May 1, 2000.

Qualifications:

Training in health policy, finance and administration at post-graduate
level (preferably Ph.D); knowledge of hospital management/administration
or community health funds/insurance would be desirable.

Five to ten years experience in the area of health systems
development/reform

Familiarity with Anglophone and Francophone African countries and interest
in serving as our focal point for that region.

Teaching background and experience.

Demonstrated technical leadership in publications on health
development/reform.

Excellent oral and written communications skills.

Bi-lingual,  English and French.

Some knowledge and experience in distance learning would be beneficial.


Tasks to be Performed:


Participate in the review and revision of selected Flagship Program
learning modules by guiding the work of international experts in the
field, overseeing the development of contracts, monitoring and evaluating
outputs, and serving as peer reviewer and contributor to the finished
products.

Serve as a focal point for one or more regional partner institutes in
Africa to adapt Flagship Course materials to local circumstances, and to
assist with training as needed.

Serve as a technical resource person in support of training programs
offered in Washington DC and by the regionally-based partner institutes.

Participate as a member of the Flagship Team in monitoring and evaluating
the impacts of Flagship Course training on the capacities and performance
of participants, on their return to their countries.

Participate as a member of the Flagship Team in its scaling up activities,
involving development and dissemination of distance learning products via
video-conferencing and the Flagship website.
