you might explore canadian policies or those of any country with socialized
medicine programs.  i can't imagine that private systems such as here in the
u.s. would be government subsidized...but may be wrong.  I would guess that
in canada any policy would be provinical rather than federal bc each
province has their own program, but i bet you already knew that.
