WTO RISKS IRRELEVANCY AS TALKS COLLAPSE IN CANCUN - WORLD’S POOR TO PAY
THE PRICE
Development was jettisoned from the trade agenda at the 5th WTO
Ministerial conference in Cancun, Mexico. The talks were to focus on
making the development needs of the world’s poor central to global trade
rules; however, negotiations collapsed when the demands of the North
were in direct opposition to the needs of poor countries.  The final
Ministerial Statement out of Cancun says that “notwithstanding this
setback” they intend to address the concerns of the poor in the ongoing
trade negotiations, committing themselves to a December 2003 deadline to

MINISTER WHELAN JOINS UTSTEIN GROUP TO HELP DRIVE DEVELOPMENT AGENDA
FORWARD
Minister for International Cooperation, Susan Whelan, today took her
place on Monday September 22, 2003 as the newest member to the Utstein
Group. This network of development ministers, created in 1999, is known
internationally for leadership on development issues and for working
together to drive the international development agenda forward. The
other Utstein members are: Minister Baroness Valerie Amos (United
Kingdom), Agnes van Ardenne (Netherlands), Hilde F. Johnson (Norway),
Heidemarie Wiezorek-Zeul (Germany) and Jan O. Karlsson (Sweden. Minister
Whelan was invited to join the group in recognition of the progressive
course that she has charted for the Canadian International Development
Agency and the strength of her performance on the international
development stage.  She attended her first meeting with the Utstein
Group on September 21 while at the annual meetings of the World Bank and
International Monetary Fund in Dubai, United Arab Emirates. The agenda
included several aid-related issues, from sustainable energy to
enhancing the voice of developing countries in international financial

OCTOBER 4 LECTURE ON “WAR, TERRORISM AND PUBLIC HEALTH”
Dr. Victor Sidel, past president of International Physicians for the
Prevention of Nuclear War, will lecture of October 4, 2003, in Toronto
on “War, Terrorism and Public Health.” Dr. Sidel will initiate a
discussion on the role of medical and public health workers in the
prevention of war and terrorism and in the minimization of the impact of
war and terrorism on health, on the environment, and on urgently-needed
resources.  The lecture will take place at 7:30pm at the Women’s College

TICAD III - AFRICAN DEVELOPMENT: SEPTEMBER 29-OCTOBER 1, 2003, TOKYO,
JAPAN
The third Tokyo International Conference on African Development (TICAD
III) marks TICAD's 10th anniversary. This landmark session is aimed at
ensuring that regional priorities are fully addressed in harmony with
the approach of Africa's own new platform for recovery — NEPAD (the New
Partnership for Africa's Development). Emphasis is also being placed
upon achievement of the Millennium Development Goals, opportunities for
Asian-African co-operation, the need to address damaging conflicts and
consolidate peace and good governance in Africa, the full involvement of
the private sector and civil society, and other vital issues for the

THE COMMISSION ON GRADUATES OF FOREIGN NURSING SCHOOLS (CGFNS) ANNOUNCES
DATES AND DEADLINES FOR THE 2004 QUALIFYING EXAMS
CGFNS has announced the dates for its Qualifying Exams for 2004.  A
CGFNS certificate is now required for all internationally-trained health
care professionals seeking a visa in the United States.  The deadline
for new applications for the next exam date – March 10, 2004 – is

THE THIRD WAVE SCHOLARSHIP PROGRAM IS NOW ACCEPTING APPLICATIONS FOR
SPRING 2004
The THIRD WAVE Scholarship Program is for young women of colour who give
priority to the spirit of justice and equality, and who integrate social
justice into all areas of their lives.  The program is open to all
international women under the age of 30 who are enrolled in an
accredited university in the United States.  The deadline for
