A few references that may be of interest...

W.E Thurston (1994; 1999) has written a considerable amount of material
specifically on HP and VAW.

Alternatively, you might want to consider reviewing the 1993 report
out of Health Canada on the Health Sector's Response to Woman Abuse
(limited to domestic/spousal/intimate partner abuse) which endorses
an HP approach.

Finallly, the WHO, UN and World Bank (Heise & Pitanguy 1994; 1999)
have many relevant technical papers on the violence against women.
These documents typically endorse a broad definition of of VAW,
use an ecological framework.  Although they do not necessarily expllicitly
identify HP principles or strategies (Ottawa Charter) they discuss
work from a very holistic and positive definition of health, consider
the broad determinants of health, endorse multi-sectored responses,
etc... and as such resemble an HP approach to both conceptualizing
and addressing VAW.
