South Asia

Decentralization has become pivotal to the development plans of all the
large South Asian states. It is promoted as a way to foster both
development and democracy, effectiveness and inclusiveness. Our guest
speaker is a world authority on the subject. He will provide an assessment
and a prognosis. A question and answer session will follow his opening
remarks.
Dr. George Matthew is currently the Founder-Director of the Institute of
Social Sciences, New Delhi. He earned his Ph.D. in Sociology from the
Jawaharlal Nehru University and was a visiting fellow of the University of
Chicago South Asian Studies Centre (1981-82) and Visiting Professor,
University of Padova (1988). His core research is in the area of the local
governance system in India  -- Panchayati Raj and grassroots level
democracy. Dr. Matthew has presented papers at international conferences in
many parts of the world, on religion and society, political process and
democracy, and human rights.  In the summer of 1991 he was awarded a
Fulbright Fellowship to  work at the University of Chicago. A perceptive
student of state and society, his studies and articles appear in national
dailies, journals and books.
Dr. Matthew is in Ottawa  as part of a Canada wide tour organized by  South
Asia Partnership Canada. The South Asia Seminar Series is an ongoing
cooperative activity of the South Asia Council of the Canadian Asian
Studies Association,  and the South Asia Programmes of CIDA.
