MINISTER MINNA TO LAUNCH CIDA'S ACTION PLAN ON HEALTH AND NUTRITION
CSIH is pleased to announce that the 8th Canadian Conference on
International Health has been chosen as the site for the launch of CIDA's
"Action Plan on Health and Nutrition." Minister Maria Minna, Canada's
Minister for International Cooperation, will be launching the action plan
at the Conference's CIDA Breakfast to be held at 7:30 am November 20 at the
Crowne Plaza Hotel in Ottawa. The breakfast is free and all are welcome to
attend! You can register for the breakfast by sending a message with the

Lifetime Achievement Award. This award is given to individuals who stand
out as having contributed tirelessly over a sustained period of time. The
Award was inaugurated in 1998 by the Canadian Society for International
Health (CSIH) to be presented annually at the Canadian Conference on
International Health. The first recipient, in 1998, was Dr. Pierre Viens,
of Quebec City, for his work with the conference and for his dedication and
energy to CSIH in general and international health specifically. Drs.
Elizabeth and Donald Hillman were worthy recipients of the Lifetime
Achievement Award in 1999, and Dr. Vic Neufeld in 2000.

CSIH SOUTH CAUCASUS HEALTH INFORMATION PROJECT- PROJECT COORDINATOR
DEADLINE EXTENDED
CSIH is currently looking for an individual to work in Ottawa, Ontario, as
project coordinator of the CIDA-funded South Caucasus Health Information
Project (Phase 2). The aim of this project is to build capacity for health
reform through the development of health information systems in Armenia,
Azerbaijan and Georgia.
Reporting to the Project Manager, the Coordinator will assist in the
management of the South Caucasus Health Information Project and coordinate,
monitor and report on specific project management and training activities.
Duties and Related Tasks:
-Prepare draft project strategy documents, workplans, budgets and reports
-Monitor project budget, prepare draft financial reports
-Assist in developing and implementing project monitoring and evaluation
system
-Coordinate and participate in project review missions, as required
-Coordinate and participate in various project committee meetings
-Develop and organize training activities, such as study tours and
workshops, as required
-Assist in the development and implementation of project communications
strategy
Qualifications and Experience:
-Master's degree in health administration/ management, project management,
or a similar field, with an emphasis on health and/or international
development.
-Minimum of two years experience in project development, implementation,
and management, including budgeting and financial management.
-Knowledge of Canadian health system, "health in development' issues and
priority issues in Former Soviet Union countries.
-Understanding of the principles of Results-Based Management and
familiarity with CIDA policies.
-Demonstrated competence in writing proposals, reports and publications.
-Excellent inter-personal skills and cross-cultural understanding.
-Ability to work effectively in the international environment.
-Strong communication skills, both oral and written.
-Proficiency in Microsoft Word, Excel and PowerPoint.
-Fluency in English. Working knowledge of Russian and/ or French would be
an asset.

JOB TITLE : Senior Advisor- Public Health, Policy Branch, Canadian
Partnership and Central and Eastern Europe, Canadian International
Development Agency (CIDA)
DUTIES : The Health Specialist is expected to provide leading-edge
intellectual stimulation, perspective and guidance, including analysis of
future trends, and to serve as the branch locus in health for the Canadian
Partnership and Central and Eastern Europe Branches. The Health Specialist
will also provide scientific and technical support to the Policy Branch
health team as needed, as the Agency moves forward with its increasing
programming in the sector as part of CIDA's Social Development Priorities.
The major focus of the work will be to provide professional advice and
technical input in the development and implementation of a broad variety of
programs and projects and to participate in operational reviews and
evaluation. This will involve working as an active member of project teams,
participating in field missions and linking with key Canadian development
partners.
EDUCATION : A combination of a university degree in the area of health and
a post-graduate degree(s) in the field of public health or a related field
(e.g. community health and epidemiology).
LANGUAGE : Ability to work in both of Canada's official languages an

From October 16th to November 8th, the Senate Committee on Social Affairs,
Science and Technology, chaired by Senator Michael Kirby, will be crossing
the country holding public hearings on the state of the health care system
in Canada. Their objective is "to receive public input from health
stakeholders, policy makers, and the general public on Canada's health care
system, and in particular, to receive comments on the Committee's Issues

WORLD HEALTH ORGANIZATION ANNOUNCES REVISED GUIDANCE ON SMALLPOX
VACCINATION
Following the review of guidance on smallpox vaccination announced last
week, WHO has consulted with their advisory committee and has revised the

LAUNCH OF THE UN CONSOLIDATED APPEALS "REACHING THE VULNERABLE"
The annual UN appeals for Afghanistan and 15 other crisis countries will be
launched in Geneva by Gro Harlem Brundtland, Director-General of the World
Health Organization on 27 November. The global Consolidated Appeals Process
(CAP) will call on the international community to strengthen efforts to
reach vulnerable populations. The appeals will also highlight the
difficulties faced by humanitarian workers in reaching needy populations
and the importance of strengthening health partnerships in crisis
situations.

COUNTRIES DEVELOPING STRATEGIES TO TACKLE NURSING SHORTAGE
Qualified nurses and midwives in many developed and developing countries
are leaving these professions and new recruits are insufficient to replace
them. Underpay, hazardous working conditions, lack of career development
and autonomy and low professional status are among the reasons behind the
nursing shortage. Countries will be working together at a conference this
week to tackle the severe deficit of nursing staff that has led to the
closure of essential health care facilities, including emergency rooms, and
reports of increased morbidity and mortality.

CANADA TO HOST OECD CONFERENCE ON HEALTH SYSTEMS PERFORMANCE MEASUREMENT
AND REPORTING
On November 5, 2001, Canada's Minister of Health, The Honourable Allan
Rock, will welcome some 400 invited delegates from within the OECD to
Ottawa to take part in a three-day OECD Conference called "Measuring Up:
Improving Health Systems Performance in OECD Countries." The Conference
will offer participants the chance to learn about best practices in health
system performance measurement and to share experiences about how citizens,
providers, governors and managers can best use performance measures to
improve health systems within the OECD (Organisation of Economic
Cooperation and Development). Participants include health care policy
makers, managers, practitioners, experts and consumer groups from Canada

around the world. Canadians abroad are advised to be especially vigilant
and avoid situations
where political violence and demonstrations may occur. They should limit
travel in the days ahead and maintain contact with the nearest Canadian
government office. Canadians should monitor local developments and news
broadcasts carefully, and follow the advice of local authorities. There
could be increased delays at airports and other transportation facilities.

LE COLLEGE ROYAL DES MEDECINS ET CHIURGIENS DU CANADA
LA SCSI est fiere d'annoncer que la 8e Conference canadienne sur la sante
internationale a ete accredite par le College royal des medecins et
chiurgiens du Canada. A cet effet, les membres du college sont eligibles
pour recevoir jusqu'a 25.75 heures de credit de la section 1 (activites de
formation collective agreee) du programme de maintient de certificat lors
de la conference.

Comme par les annees precedentes, nous vous invitons a recommander
une ou plusieurs personnes dont l'action en sante internationale
merite d'etre reconnue officiellement. En 1998, la Societe canadienne
de sante internationale a cree le prix de l'Action en sante
internationale pour la sante et le developpement afin de reconnaitre les
efforts exceptionnels et prolonges de personnes qui se sont distinguees
dans ce domaine. Le Prix est attribue tous les ans a l'occasion de la
Conference canadienne de sante internationale. Le premier laureat fut le
Dr. Pierre Viens, de Quebec, en reconnaissance de son travail et son
devouement en sante internationale et pour son implication en tant que
membre fondateur de la SCSI et de la Conference canadienne sur la sante
internationale. Les Drs Elizabeth et Donald Hillman ont ete les deuxiemes
laureats en 1999 pour avoir consacre leur vie a la cause de la sante
internationale; et le Dr Vic Neufeld a recu le Prix en 2000.

COORDONATEUR/TRICE DU PROJET D'INFORMATION SUR LA SANTE EN CAUCASIE DU SUD
La SCSI est a la recherche d'un (e) coordonateur ou coordonatrice de la
deuxieme phase du Projet d'information sur la sante en Caucasie du Sud a
Ottawa, Ontario. Ce projet, finance par l'ACDI, a pour but de developper
la capacite de maintenir un reseau
d'information sur la sante en Armenie, Azerbaijan et en Georgie. Se
rapportant au chef de projet, la coordonatrice ou le coordonnateur aidera
dans la gestion du Projet d'information sur la sante en Caucasie du Sud.
Taches associees a la fonction :
-Preparation d'ebauches de strategies, plans de travail et rapports
-Surveillance des budgets de projet, preparation des ebauches de rapports
financiers
-Redaction de lettres d'entente pour les participants du projet
-Aide dans le developpement et la mise en place d'un systeme d'evaluation
et de surveillance du projet
-Coordination et participation dans les missions de revue du projet, au
besoin
-Coordination et participation dans les diverses reunions des comites du
projet
-Developpement, planification et organisation de sessions de formation, par
exemple, des ateliers et des excursions
-Aide dans le developpement et la mise en place d'une strategie de
communication pour le projet
Competences et experience requises :
-Une Maitrise en administration de la sante ou en gestion de la sante, dans
la gestion de projets, ou un domaine connexe, avec emphase sur la sante
et/ou sur le developpement international
-Un minimum de deux ans d'experience en developpement de projets,
l'implementation et dans la gestion, y compris la gestion financiere
-Bonnes connaissance du systeme de sante canadien, de la "sante dans le
developpement" et des prioritees dans les pays de l'Ancienne Union
Sovietique
-Connaissance des principes de gestion axee sur les resultats et des
politiques de l'ACDI
-Aptitudes demontrees en redaction de documents, de rapports et de
publications
-Excellentes aptitudes en matiere de communication ecrite et verbale

TITRE : Conseiller principal en sante publique a la Direction generale des
politiques de l'Agence canadienne de developpement international (ACDI)
FONCTIONS : Le (la) specialiste en sante, Direction generale des
politiques, pour la division du Partenariat canadien et de l'Europe
centrale et de l'Est, devra fournir des idees stimulantes, une approche et
une orientation intellectuelles decisives, y compris l'analyse des
tendances futures, et servir de principale ressource pour tout ce qui a

Du 16 octobre au 8 novembre le comite senatorial permanent des Affaires
sociales, de la science et de la technologie, preside par l'Honorable

L'ORGANISATION MONDIALE DE LA SANTE ANNONCE LA REVISION DES DIRECTIVES SUR
LA VACCINATION ANTIVARIOLIQUE
A la suite de l'examen des directives sur la vaccination antivariolique
annonce la semaine derniere, l'OMS, apres avoir pris l'avis du conseil
consultatif, a revise sa position officielle. Les resultats de cette

LANCEMENT DES APPELS GLOBAUX DES NATIONS UNIES "ATTEINDRE LES POPULATIONS
VULNERABLES"
Le 27 novembre 2001 a Geneve, le Directeur general de l'Organisation
mondiale de la Sante, le Dr Gro Harlem Brundtland, lancera les appels
annuels des Nations Unis en faveur de l'Afghanistan et de 15 autres pays en
situation de crise. La procedure d'appel global invitera la communaute
internationale a redoubler d'efforts pour atteindre les populations
vulnerables. Les appels montreront aussi les difficultes que doit surmonter
le personnel humanitaire pour atteindre les populations demunies et la
necessite de renforcer les partenariats pour la sante dans les situations
de crise.

LES PAYS ELABORENT DES STRATEGIES POUR FAIRE FACE A LA PENURIE DE PERSONNEL
INFIRMIER
Dans de nombreux pays developpes et en developpement, les infirmieres et
les sages femmes qualifiees abandonnent leur profession tandis que le
recrutement n'est pas suffisant pour les remplacer. La faiblesse des
salaires, les conditions de travail dangereuses, l'insuffisance des plans
de carriere, du statut professionnel et le manque d'autonomie comptent
parmi les raisons expliquant la penurie d'infirmieres. Les pays vont se
reunir cette semaine dans le cadre d'une conference pour trouver ensemble
des solutions a ce grave probleme qui a entraine la fermeture de services
de sante essentiels, dont des services d'urgence, et une augmentation de la
morbidite et de la mortalite.

LE CANADA ACCUEILLE LA CONFERENCE DE l'OCDE SUR L'EVALUATION ET
L'AMELIORATION DE LA PERFORMACE DES SYSTEMES DE SANTE
Le 5 novembre 2001, le ministre de la Sante, Allan Rock, accueillera a
Ottawa quelque 400 delegues a la conference de trois jours de
l'Organisation de cooperation et developpement economiques (OCDE) intitulee
"Etre a la hauteur : Mesurer et ameliorer la performance des systemes de
sante dans les pays de l'OCDE." Les participants pourront s'y renseigner
sur les pratiques exemplaires, partager leur experience concernant
l'evaluation de performance des systemes de sante et comment citoyens,
intervenants, decideurs et gestionnaires peuvent l'utiliser pour ameliorer
les systemes de sante au sein de l'OCDE. La conference reunira des
decideurs, des gestionnaires, des praticiens et des experts du secteur de
la sante ainsi que des groupes de consommateurs du Canada et de pays
