Project Consultant (contract position)

The Ontario Health Promotion Resource System is seeking a project consultant
for a dissemination project. The project consultant will manage the
activities related to the project to ensure that deliverables are
implemented on time and within budget. The contract term for this position
ends March 31, 2002.

Background
The Ministry of Health and Long-Term Care funds fourteen resource centres to
support health promotion in Ontario. These organizations share the goal of
empowering communities by enhancing knowledge and skills through training,
consultation, networking and referrals, and information and knowledge
exchange and diffusion. Together, the resource centres form the Ontario
Health Promotion Resource System (OHPRS). The OHPRS is developing a
coordinated resource dissemination service for the system.
Currently the OHPRS is exploring resource dissemination framework that will
lay the foundation for a broader, system-wide service. This framework will
build on the report, Resource Dissemination Services Project, prepared May
2001. The scope of work for the fiscal year ending March 31, 2002 is to make
recommendations for an integrated framework, clearly outlining the steps and
requirements necessary for implementation.
This work would involve the following key activities:
· Analyze the current criteria used by OHPRS members to develop and
disseminate resources to determine a minimal set of common criteria;
· Assess dissemination service systems currently used by other
organizations;
· Develop an organizing framework for presenting and disseminating
information to common client groups via the web;
· Conduct focus groups with OHPRS client groups to solicit feedback on a
framework to organize, categorize and retrieve information and resources.
· In consultation with OHPRS members, provide recommendations for a
feasible, integrated resource dissemination service and propose a process to
guide decisions related to the dissemination service;
· Identify the necessary technical requirements necessary to implement and
support the recommendations;
· Submission of a final report summarizing the results of the above key
activities.


Essential requirements for this work include:

· demonstrated management experience
· strong familiarity with information management concepts, structures and
problems
· strong familiarity with the health care system in Ontario
· experience in the non-profit sector, preferably in Ontario
· ability to effectively use electronic communication tools (e-mail,
Intranets etc)
· excellent verbal and written communication skills with strong preference
for candidates fluent in English and French
· experience facilitating meetings and working with committees
· experience conducting focus groups
· self-directed work orientation
· proficiency in French an asset
· degree in Library & Information Science, Community Health, Public Health
or Management Studies an asset

This work may involve some travel within the Windsor-Ottawa corridor.

The main worksite will be at the contractor's home office. The contractor
will need a computer running Windows, an Internet connection, and a normal
suite of office and internet applications. The contractor will also need to
keep reasonably regular hours in order to remain in close touch with OHPRS
staff.

Contract period ends March 31, 2002.

Budget for Project
The Resource Dissemination Systems Committee wishes to see this work for an
amount between $15,000 - $20,000.
