Request For Proposals: Information and Database Coordination Consultant

The Ontario Health Promotion Resource System (http://www.ohprs.ca) is
accepting proposals for its Information and Database Coordination project.

There has been ongoing interest and work toward compatible information
management tools for the OHPRS and the rollup of data for a province-wide
perspective.  A common information strategy will provide coordinated,
consistent and efficient data management for the purposes of planning,
reporting and evaluation across the OHPRS.

Project Deliverables

A. A needs analysis of each resource centre, key associate, the MOHLTC
Community and Health Promotion Branch, and other funders to determine their
capacity for database management/utilization and to determine needs for
site-specific services and programs. This step will include a link with the
MOHLTC-CHPB's assessment of internal information management needs for health
promotion programs, such as Heart Health and FOCUS. This will require
face-to-face meetings with staff at each resource centres and with key
MOHLTC Community and Health Promotion Branch staff. Polling of the 7 key
associates will also be required.
B. A needs analysis for resource centres as a group and the MOHLTC Community
and Health Promotion Branch (for workplans, quarterly reports, interim
reports and final reports to the MOHLTC).  This step will include data
definition tasks (i.e., terminology clarification).
C. A report of database options to meet the needs of the resource centres
given the resources currently available.  Options will be costed out.

The contractor will present the draft report at a P&C meeting with the
MOHLTC Community and Health Promotion Branch representative present.  P&C
will make their decision on the preferred option. Once an option is
selected, the contractor will determine:

-       each resource centre's and the MOHLTC Community and Health Promotion
Branch's capacity for database management and utilization, as well as,
-       the needs of each resource centre and the MOHLTC Community and
Health Promotion Branch to accommodate database management and utilization

The contractor will provide a final report outlining an approach and
strategy, including estimated costs and timelines.  All work must be
completed by March 31, 2002.


Budget for Project
The Information Coordination Committee wishes to see this work for an amount
between $25,000 and $50,000, with costing specifics and timelines clearly
outlined.
