REQUEST FOR PROPOSALS - HEALTH PROMOTION CONSULTANT
Consulting Period:
November 19, 2001 to December 31, 2001
Project Background:
Toronto Public Health is in the process of developing a comprehensive
framework to support Healthy Lifestyle program planning. Toronto Public
Health currently delivers programs to support youth in the areas of tobacco,
nutrition, physical activity, sexual health, mental health and, substance
use and injury prevention.
Purpose of this Request for Proposals:
The purpose of this Request for Proposals (RFP) is to secure the services of
a consultant to analyse and synthesize existing key documents and literature
(to be identified primarily by Toronto Public Health) relating to health
promotion and adolescents.
The final report will:
*       Provide a summary of generalizable "best practices" for what works
for youth in lifestyle interventions. The summary should organize
initiatives by channels and strategies, and be segmented by demographic
factors (e.g. age group, SES, cultural affiliation), and level of
intervention (group and/or population basis). The summary should also
include the goals and objectives and describe the type of evaluation for
each initiative.
*       Describe any existing frameworks relevant to adolescent health,
including evaluation components.
*       Make recommendations of the essential elements to guide the
development of a comprehensive framework to support healthy adolescents.
Key Deliverables:
*       Final report (detailed above).
*       A compendium (table format) of initiatives that includes
descriptions by channel, strategy, target population, type of evaluation,
level of intervention (group and/or population basis) goals and objectives.
*       A copy of all literature cited.
Other Expectations:
*       Work collaboratively with the project management team.
*       Provide updates as requested by the project management team.
Funding:
The contract will be funded for $7,500, with the deliverable product due by
December 31, 2001.
Required Knowledge, Skills & Experience:
The consultant must have demonstrated knowledge, skills and experience in
the following areas:
*       Experience in reviewing and critiquing literature
*       Strong analytical skills
*       Report writing skills
*       Health promotion background
Respondents are Asked to Provide;
*       A sample literature review
*       An outline of relevant work experience
*       Curriculum Vitae
*       Three references that can be contacted to discuss the applicant's
experience relevant to the contract.
