With the difficulty of proving the effectiveness of any health promotion (
at least the majority of them) at the begining of the project, I think that
the greatest way to solve this dilemma is by adapting a participatory
approach, where each and every part of the community participates in
deciding their welfare. this in turn i thnik also would  motivate
participants for action.
