This report from the State of Minnesota is quite the exemplar of what COULD be
done to improve health.
Perhaps Canadian politicians could redirect their gaze this way!

Executive Summary - A Call to Action: Advancing Health For All Through Social
and Economic Change.
Minneapolis/St. Paul: Social Conditions and Health Action Team, July, 2001

http://www.health.state.mn.us/

The full report is also available.

Of course, the states/provinces that are doing the best are the ones that
produce the most progressive reports! The ones that really need it do not!
