Dividend Project .  Their website is

CDC Best Practices documents also provide some information about necessary
financial investments to achieve results.  For example, CDC estimates that
the annual costs to implement all of the recommended tobacco control program
components range from $7 to $20 per person in small states (populations
under 3 million) and from $5 to $16 per person in large states (population
over 7 million).
