Dear Friends,
Marie Stopes International Australia has been invited to submit a tender for
an ADB funded technical assistance (TA) project in Yunnan Province China –
TA No. 4142 – PRC Preventing HIV/AIDS On Road Projects in Yunnan Province
(Tar 36399).

The TA project has been funded to support the Western Yunnan Roads
Development Project. The objective of the TA project is to (i) help control
the spread of the HIV/AIDS epidemic, and (ii) prevent poverty increase by
minimising the potential negative impacts of the epidemic, on the poor
population employed by the Road Project or living in the area.

We are seeking the services of a team of 9 domestic (Chinese) consultants
who will be lead by an international team leader/social marketing
specialist.  The project is scheduled to start on the 15 of March 2004.

I would be grateful if you have any suggestions of persons (CVs names and
contact details) who may be interested in being included in this position in
our tender.


Deputy Team Leader/Social Marketing Specialist (39 person months) Chinese
National

The DTL will be a person who has extensive experience in setting up,
coordinating and managing HIV/AIDS and STI prevention programs. The DTL
would require a strong project related experience and working with
construction and or migrating populations. They will have expertise in
Social Marketing.

Advocacy specialist (14 person months) Chinese National

The AS will be a person who has extensive experience in setting up,
coordinating and managing HIV/AIDS and STI advocacy programs. They would
require a strong project related experience and working with construction
and or migrating populations. They will have extensive experience in
coordinating advocacy workshops for different stakeholders (communities,
including poor and minority people; business communities; construction and
transport communities).



Behaviour change specialist (14 person months)  Chinese National

The project is scheduled to start on the 15 of March 2004. The BCS will be a
person who has extensive experience in setting up, coordinating and managing
HIV/AIDS and STI Behavior Change programs. They would require strong project
related experience and working with construction and or migrating
populations. The BCS will be an experience health promotion professional,
with a working understanding of social marketing, peer education and
behavior change communication.




STI clinical management specialist (14 person months) Chinese National

STI CMS will be a person who has extensive experience in setting up,
coordinating and managing medical procurement projects (STI Treatment
packages and HIV testing kits. They would require strong project related
experience and working with construction and or migrating populations,
commercial sex workers (CSWs) and people who inject drugs. They will also
require experience in working with local medical networks; in developing and
delivering HIV testing and STI treatment packages and in training local
health workers.


Voluntary testing and counselling specialist (14 person months) Chinese
National

The Voluntary Testing and Counselling Specialist will be a person who has
extensive experience in setting up, coordinating and managing HIV/AIDS/STI
VTC projects. They would require strong project related experience and
working with construction and or migrating populations, CSWs and people who
inject drugs as well as with local medical networks. They will have
experience in VTC training and client centred approaches.


Information and education campaign/trainers (18 person months) - Four
Positions Chinese Nationals
The Information and Education Campaign Trainers will have extensive
experience in setting up, coordinating and managing IEC projects. They would
require strong project related experience and working with construction and
or migrating populations, Commercial Sex Workers (CSWs) and people who
inject drugs. They will be experienced in developing and delivering HIV and
STI IEC materials (posters; pamphlets; leaflets); social marketing; behavior
change communication and peer education training.
