Hi Nancy,

I would ask either the Canadian Council for Tobacco Control, which
maintains a large library of tobacco-related information:
http://www.cctc.ca/

...or the Smoking and Health Action Foundation (affiliated with the
Non-Smokers Rights Association), which is more policy-oriented but also
extremely knowledgeable:
http://www.nsra-adnf.ca/cms/

Health Canada may track some of that information, as they're in charge
of certain avenues of enforcement:
