Transitioning management of HIV care and treatment programs is a long-term, nonlinear process. Decisions about what to transition to whom and how require a deep understanding of the country context. The AIDSTAR-One project has recently produced a draft tool to assess the capacity at the country level to take on greater responsibility and accountability for planning, organizing, and managing HIV care and treatment programs and services.
