"On the Horizon" is an electronic news capsule from the Horizons Program.
Horizons (<http://www.popcouncil.org/horizons/horizons.html>) is a global
operations research program designed to:
                *       Identify and test potential strategies to improve
HIV/AIDS prevention, care, and support programs and service delivery.
                *     Disseminate research findings and promote their
utilization with the aim of replicating and scaling up successful
interventions.

Horizons is implemented by the Population Council in partnership with the
International Center for Research on Women, the International HIV/AIDS
Alliance, the Program for Appropriate Technology in Health, Tulane
University, Family Health International, and Johns Hopkins University. This
announcement and the following publications were made possible through
support provided by the Global Bureau of Health/HIV-AIDS, US Agency for
International Development (USAID), under terms of Award No.

Integrating HIV Prevention and Care into Maternal and Child Health Care
Settings: Lessons Learned from Horizons Studies
Consultation Report, July 23-27, 2001 Maasai Mara and Nairobi, Kenya

Many women in the developing world still lack access to high-quality
HIV/AIDS prevention and care services. To address this problem, Horizons has
undertaken a range of operations research efforts that examine the
integration of HIV-related prevention and care in the maternal-child health
(MCH) setting. At a workshop held in Kenya in July 2001, participants
discussed program implementation experiences to date and formulated
practical strategies for improving services. This report summarizes the key
findings that emerged according to the following seven key program
components:
        *       Training and motivation to improve the performance of health
workers.
        *       Supervision of HIV services and quality assurance of HIV
testing.
        *       Caring for mothers.
        *       Voluntary counseling and testing services.
        *       Counseling on infant feeding.
        *       Provision of antiretroviral drugs to reduce mother-to-child
transmission.
        *       Involving male partners.

Access to Treatment for HIV/AIDS: Implications for Operations Research
Report of a Meeting of International Experts, 12-13 June 2001 Washington DC,
USA

On 12 and 13 June 2001, the Horizons Program convened a workshop of
international experts to discuss access to antiretroviral (ARV) treatment in
the developing world and examine the experiences of countries that have made
progress in implementing ARV programs (e.g., Senegal, Côte d'Ivoire, Uganda,
Brazil, and Thailand). Participants discussed many issues surrounding ARV
treatment programming and identified operations research questions that need
to be pursued to maximize the effectiveness of ARV treatment programs within
different environments. This report presents the findings and
recommendations of the meeting related to the following critical elements of
treatment programs:
        *       Health systems and service delivery.
        *       Biomedical issues.
        *       Behavior of health care workers and clients.
        *       Stigma, discrimination, and ethical issues.
        *       Community involvement.
        *       Cost and cost recovery.
        *       Policy.
        *       Programmatic issues.
