You may be interested to know that the Western Australian Health Promotion Foundation (Healthway) has been funding health promotion / public health projects and sponsoring arts, sports and racing organizations promoting health messages such as "Smarter Than Smoking" and "Quit" with a significant % of the total revenue from the sale of tobacco products in Western Australia since 1991. The Foundation was set up as part of the Tobacco Control Act and is a statutory body that reports directly to Parliament / State Government.  In having this level of accountability to the goverment, Healthway has developed very strong program funding guidelines and evaluation measures.  The University of Western Australia - Public Health, alongside other research organizations, is very much involved in conducting independent reviews and evaluation of the work undertaken by Healthway and associated health agencies who received Healthway funding in the past 10+ years.  I very much recommend that you visit the Healthway website at www.healthway.wa.gov.au This same model is also successfully operating in Melbourne, Victoria for the past decade...you will find the link to VicHealth on the Healthway website.

Help needed!

A new Belgian foundation has received around 2.5 millions dollars
from the tobacco industry and the same amount from the Federal
Government for drug prevention (against the advice from Regional
Governments who are responsible for health promotion).
There is no proposed ethical control of any sort for the use of
this money.

Does anyone have some sort of code of conduct or charter of ethic
that can help us to propose guidelines for the best use of this
money?
