The Frame Work Convention on Tobacco Control (FCTC) is an international
movement/coalition which might have some help for you.
I'm not sure of the direct contacts for FCTC you might find a link on the
WHO website.
Hoping someone else on this list serve might be able to give you that
direct contact.

I worked many years as a respiratory physiotherapist seeing the end result
of the tobacco industry, then spent several years in smokefree advocacy,
and now part of my job is exploring ethics for health promotion practice.

This experience all leads me to a simple point - There is NOT any ETHICAL
link between tobacco industry grants and health, there is NOT any ETHICAL
way to use this money, (but not everyone shares my perspective.)

David Seedhouse at Auckland University of Technology www.aut.ac.nz  might
have some ideas, he has written books relating to health promotion ethics -
Health Promotion, political philosophy and theory: Seedhouse ,D.
Check the archives on this list serve for comments about his books, one of
them has a "ethical grid" and that might be a useful frame work if you have
to use tobacco money.
