I personally always distinguished "behavior control" etc. as prevention.

Health promotion is different and includes the Social Determinants of Health 
as the primary foundation, as well as empowering strategies that help people 
to become activists/advocates/ etc. for a more aesthetic and self 
actualizing context for Canadian health. I agree with what you wrote 
here....Jarrod.
