CANADA AND THE XIV INTERNATIONAL AIDS CONFERENCE IN BARCELONA

At the XIV International AIDS Conference in Barcelona, Susan Whelan,
Minister for International Cooperation, announced that Canada through
the Canadian International Development Agency (CIDA) will contribute
$53.3 million to fight HIV/AIDS in developing countries. The funds will
support a variety of initiatives to control and prevent the spread of
HIV/AIDS and care for those already infected or affected by HIV/AIDS in
Kenya, China, Pakistan, the Caribbean, and Southern Africa. CIDA's
support will help: strengthen China's response to HIV/AIDS prevention
and the care of people living with HIV/AIDS; prevent the spread of
HIV/AIDS in Kenya; reduce HIV transmission and help communities care for
people living with and affected by AIDS in Southern Africa; strengthen a
regional network of institutions that delivers training and HIV/AIDS
prevention and care programs in Africa; integrate nutrition into
HIV/AIDS prevention and control in the Caribbean; and, develop effective
policies and programs to control and prevent the spread of HIV/AIDS in
Pakistan. For more information, visit:

UN REPORTS RELEASED AT THE XIV INTERNATIONAL AIDS CONFERENCE IN
BARCELONA

Painting a devastating portrait of the impact of AIDS on families, a new
United Nations report says that the number of children around the world
who will lose one or both parents to the disease will almost double by
the end of the decade. “Children on the Brink” says that an already grim
global orphan crisis is set to get much worse as more and more adults
with children die from AIDS, especially in sub-Saharan Africa. For more
information on the report, visit:
http://www.un.org/apps/news/story.asp?NewsID=4151&Cr=HIV&Cr1=AIDS.

In another report, the Joint United Nations Program on HIV/AIDS (UNAIDS)
urged countries to avoid using criminal law to deal with conduct that
carries the risk of transmitting the deadly virus and instead employ
public health laws together with suitable protection for human and civil
rights. For more information on "Criminal Law, Public Health and HIV
Transmission," visit:

CANADA CONTRIBUTES TO HEALTH REFORM IN RUSSIA

Earlier this month, Susan Whelan, Minister for International
Cooperation, announced that Canada through the Canadian International
Development Agency (CIDA) will contribute $4 million to a three-year
project with the World Health Organization (WHO) to provide health
reform policy advice to the Russian Ministry of Health and to strengthen
donor coordination in this area. The funding announced today will
support the recruitment of a Canadian to serve as a Health Policy
Advisor with the WHO Office in Russia for 2-3 years. The Advisor will
coordinate WHO activities to strengthen the capacity of key Ministry of
Health policy makers and liaise with and promote policy dialogue among a
wide range of health system stakeholders. This initiative will also
carry out a series of complementary capacity development activities,
including training workshops and study tours, as well as recruiting
national and international expertise when required. For more

NEW BOOK COLLECTS VOICES OF AID WORKERS

"Sharing the Front Line & the Back Hills -- Peacekeepers, Humanitarian
Aid Workers & the Media in the Midst of Crisis," edited by Yael Danieli
(2002 Amityville, NY: Baywood Pub Co), shares dozens of vignettes and
memories to tell "the story of the 1,000s of individuals who, as
citizens of the world have dedicated themselves to helping others,"
including UN, NGO and media professionals. Many of the authors speak
about the growing awareness in their organizations of personal security
risks incurred in frontline aid work. The editor, a psychologist,
concludes that aid staff should be taught self-protection techniques,
appropriate lifestyles, how to recognize violent situations, defensive
driving, movement in groups, and how to recognize post-traumatic stress
reactions.
