You might want to pull the reports from the National Forum on Health -
several documents are relevant.
Also, the National Crime Prevention Council
http://www.crime-prevention.org/english/main.html has supportive documents
for the value of investing in children.
The Sparrow Lake Alliance also has interesting information on this.
