The template and tool from health Canada are absolutely wonderful!

It is such a shame that the people at the job making decisions that affect all
of us, like Health Minister Rock and Finance Minister Rock seem particularly
oblivious to the meaning of these documents.

Canada remains a leader in Health Promotion -- at least on paper.  Good work
Health Canada staff!  Maybe one day your efforts will be rewarded.
