PROGRAM EVALUATOR – TORONTO PUBLIC HEALTH NUTRITION

Project Background:

 

Trends in Ontario show that consumers are interested in nutrition and that they want to eat foods that are best for their health. In addition, residents of Ontario are also concerned about eating in a safe and clean environment. However only four out of ten residents rate their eating habits as excellent or very good. Today's hectic lifestyle is cited as the main obstacle to healthy eating with the average Ontarian eating out 4.7 times per week. It is logical to use restaurants, workplace cafeterias and school cafeterias as sites for health promotion strategies. 

 

Eat Smart! School Cafeteria Program

The Eat Smart! School Cafeteria Program is an Ontario Award of Excellence program for school cafeterias that meet high standards in healthy food choices and food safety. The goal of the Eat Smart! School Cafeteria Program is to contribute to the reduction of food borne illness and chronic diseases in Ontario. The program endeavours to achieve this goal through:

-          increased awareness and knowledge of healthy eating and food safety; 

-          increased availability of healthier food choices; 

-          promotion of healthier food choices in the cafeteria. 

 

The nutrition standard supports Canada’s Food Guide to Healthy Eating.  Participating schools will offer a variety of nutritious food choices including vegetables and fruit, lower fat options and/or substitutions to create healthier food choices. The food safety standard ensures that Eat Smart! School Cafeterias have a track record of safe food handling practices and staff certified in safe food handling. The program is implemented by local public health units in Ontario in collaboration with school boards, individual schools, and foodservice operators. 

 

Eat Smart! Workplace Cafeteria Program

 The Eat Smart! Workplace Cafeteria Program is an Ontario Award of Excellence program for workplace cafeterias that meet high standards in healthy food choices, food safety, and non-smoking seating. The goal of the Eat Smart! Workplace Cafeteria Program is to contribute to the reduction of food borne illness and chronic diseases in Ontario. The program endeavours to achieve this goal through:

-           increased awareness and knowledge of healthy eating, food safety and the advantages of being tobacco free;

-           increased availability of healthier food choices in a smoke-free environment;

-           promotion of safe, healthier food choices in the cafeteria.

 

The nutrition standard supports Canada’s Food Guide to Healthy Eating.  Participating workplaces will offer a variety of nutritious food choices including vegetables and fruit, lower fat options and/or substitutions to create healthier food choices. The food safety standard ensures that Eat Smart! Workplace Cafeterias have a track record of safe food handling practices and staff certified in safe food handling.  In addition, Eat Smart! workplaces are 100% smoke-free. The program is implemented by Toronto Public Health in collaboration with workplaces and school cafeteria operators.

 

Request for Consulting Services


Toronto Public Health is interested in developing an evaluation plan for both the Eat Smart school and workplace cafeteria programs in the City of Toronto. There are existing logic models. The development of an evaluation plan will be accomplished through the following tasks and key deliverables:

  a.. Develop and/or revise key process and outcome objectives that are realistic and measurable 
  b.. Develop and/or revise program activities that are clearly defined and described (i.e., reflecting roles and responsibilities staff and other key stakeholders identified within the logic models and other related documents)
  c.. Develop and/or revise process and outcome indicators for all activities
 

The evaluation plan should be developed in consultation with an advisory group comprised of staff from Toronto Public Health and with reference to key documents that will be provided. These documents include the logic models, prior assessments and program plans.   

 

An additional deliverable will be to make recommendations on implementation of the evaluation plan.  

 

A maximum amount of $7,500.00, including taxes and all related costs, has been allocated for this project.

 

Required Knowledge, Skills & Experience
 

The consultant must have demonstrated knowledge, skills and experience in the following areas:

  a.. Experience in program evaluation 
  b.. Experience in developing SMART objectives
  c.. Knowledge of effective health promotion programming
  d.. Experience in logic model development
  e.. Skill in working collaboratively with health promotion staff
  f.. Skill in report writing
 

Respondents are Asked to Provide

  a.. An outline of relevant experience
  b.. At least two samples of previous, relevant work related to evaluation  
  c.. Two references
  d.. Quote of related costs including all taxes & expenses
