The Toronto  medical officer of health recently suggested that it was up to each
of the 2,000,000 individuals who drive in the Toronto area to stop doing so in
order to reduce air pollution. We all know how likely this is to occur.

She said nothing -- at least on the radio interview I heard  -- about the
