Barbara Israel from the Detroit-Urban Academic Research Centre at
University
of Michigan ahs published widely on building trust in community-based
research.  I believe she recommends a 'terms of reference' document
outlining roles, responsibilities, decision-making processes, etc. of all
partners in a partnership.  Her unit has web-based tools that can be
