UNICEF'S STATE OF THE WORLD'S CHILDREN 2003

This year, UNICEF’s flagship publication, "The State of the World’s
Children 2003," examines the largely unexplored issue of child
participation.  The report defines child participation as the ‘right’ of
all children to have their opinions taken into account when decisions
are being made that affect them. The report showcases examples of
meaningful child participation from every region of the world, and

HARSH REALITIES FOR OLDER PERSONS CARING FOR ORPHANS AND PEOPLE LIVING
WITH AIDS

A new WHO report, "Impact of AIDS on older people in Africa," reveals
the harsh realities faced by older persons caring for their HIV-infected
adult children and/or their orphaned grandchildren. The report, based on
a Zimbabwe case study, highlights the additional stigma these older
caregivers face.  The report contends that they are largely left on
their own as they care for and support terminally ill adult children,
and, following their deaths, the orphans.  They do this in poverty,
without recognition, and often in poor health. Their contribution is
critical within the broad context of improving access to HIV/AIDS care
and support, but is generally ignored by society. The report recommends
that older people's caretaker role should be recognized and supported.
The report calls for a change in the attitude of health workers and
other service providers, as well as a change in the policies of health
and other agencies to ensure that older people have access to proper
social, economic and emotional support.  For the full press release,

HEALTH MINISTERS LAUNCH INITIATIVES TO IMPROVE HEALTH SECURITY GLOBALLY

NEW INTERNATIONAL COALITION AIMS TO EXPAND GLOBAL ACCESS TO HIV/AIDS
TREATMENT

The International HIV Treatment Access Coalition (ITAC), launched last
week in Geneva and Dakar, aims to boost efforts to provide the growing
number of people with HIV/AIDS in low- and middle-income countries with
access to antiretroviral drugs. Although antiretroviral drugs (ARVs) are
not a cure, they inhibit replication of HIV, the virus that causes AIDS,
and boost the immune system’s ability to fight infections. In all
countries where ARVs have become widely available to people living with
HIV/AIDS since 1996, they have led to a dramatic reduction in

HEALTH AND INFORMATION AND COMMUNICATIONS TECHNOLOGIES RESOURCES

The Office of Health and the Information Highway (OHIH) is Health
Canada's focal point for all matters concerning the use of information
and communications technologies (ICTs) in the health sector. The OHIH

literature, including the Information and Communications Technologies in

CALL FOR PROPOSALS: RESEARCH ON DISCLOSING HEALTH RISKS TO PUBLIC

Health Canada is seeking to improve the way it communicates with the
public about potential and theoretical risks to health. In the interests
of public accountability, Health Canada needs to understand when, how
and under what circumstances Canadians want disclosure of potential or
theoretical risks to health, as well as the type of information
Canadians want to receive. This research will contribute to policy
development for public disclosure by supporting the development of tools
and methodologies that complement Health Canada's "Decision Making
Framework" and by addressing gaps in health policy and regulatory

JOB OPPORTUNITY: REGULATORY POLICY CONSULTANT, CANADIAN NURSES
ASSOCIATION

The Canadian Nurses Association (CNA) is seeking a Regulatory Nursing
Policy Consultant to participate in regulatory policy development and
initiatives that advance, at the national level, the protection of the
public and further the Association’s goals and priorities.  As a member
of the Regulatory Policy Department, the Regulatory Policy Consultant
will lead specific projects in regulatory policy development and
implementation. Major responsibilities include: monitoring trends and
issues; analysis, research and writing; reviewing and revising CNA
regulatory policy; drafting proposals; managing specific projects;
providing consultation, advice, information; and liaising with key

JOB OPENING: BILINGUAL COMMUNICATIONS AND PROGRAMMING OFFICER

The Canadian Federation for the Humanities and Social Sciences is a
non-profit organization promoting teaching, research and scholarship.
The Federation is looking for a bilingual Communications and Programming
Officer.  The successful candidate will be responsible for communication
and promotion related to the annual Congress of the Humanities and
Social Sciences, organization of the Book Fair, and coordination of
special events. Candidates must hold a degree in the humanities or
social sciences and must be fluently bilingual with excellent oral and
written communication skills in both French and English.  Experience in
