Learning Partnership, based at the University of British Columbia in
Vancouver BC. This senior position will coordinate HELP's activities with
two Knowledge Centres of the Canadian Council on Learning (CCL):

JOB SUMMARY:
Responsible for the development, start-up and research activities within
HELP's mandate and deliverables to the Canadian Council on Learning. Major
responsibilities include: providing leadership, strategic management,
setting research direction of Monitoring and Reporting Committee of Early
Childhood Learning Knowledge Centre (ECLKC) and Working Group on Data,
Indicators and Reporting formed by the Health & Learning Knowledge Centre
(HLKC); providing recommendations on data, data sources, and linking data
sets and indicators of health and learning over life span; monitoring and
reporting on progress and making recommendations on adaptations to CCL and
Knowledge Centres; identifying, researching and performing inventory
learning indicators; preparing environmental scan; gathering data, making
strategic decisions on suitable analyses, and conducting statistical
analysis; identifying gaps and overlaps of existing indexes; advising and
collaborating with Monitoring & Reporting Committee in developing the
Composite Learning Index; providing leadership in researching and consulting
decision-makers and other stakeholders on identifying data and data needs;
collaborating in defining Knowledge Research Agenda and Knowledge Centres;
developing and monitoring workplans and timetables; writing, preparing final
reports and manuscripts; facilitating meetings; providing critical planning
support for national conferences; hiring and supervising staff, graduate
students and contract workers; and performing other related duties.
QUALIFICATIONS:
University degree or an equivalent professional designation in health,
education, political science, social service or related discipline, or
equivalent combination in education and experience. Five or more years
experience in progressively senior research positions within academic or
public service environments or an equivalent combination of education and
experience, including three years in research project management. Experience
in the collection and analysis of population-level data and indicators and
their integration with individual and aggregate data. Experience in program
development, planning and implementation. Proven track record in strategic
planning and determining research priorities, and in effective
implementation of quantitative research projects. Knowledge and competency
in various data analysis packages and database management. Excellent
knowledge of quantitative research methodologies. Effective oral and written
communication, interpersonal, leadership, analytical, problem solving,
management and organizational skills. Ability to exercise initiative.
Ability to maintain accuracy and attention to detail. Ability to facilitate
dialogue between diverse constituents and develop creative solutions to
complex issues with minimum resources. Ability to work under pressure of
critical deadlines.
