MINISTER MCLELLAN DELIVERS SPEECH ON HEALTH CARE REFORM IN CANADA

Federal health minister Anne McLellan alluded to the consensus among
Canadians for meaningful and visible reform of Canada's health care
system in a speech to faculty, students and representatives of the
health care community at the University of Ottawa. "Canadians are
strongly committed to our publicly funded health care system, and they
are deeply committed to the basic values and principles at the heart of
this system," said Minister McLellan. "These values and principles must
therefore continue to be the foundation of renewal and any reforms. This
will ensure Medicare remains a reflection of Canadians' wants and
needs." Minister McLellan said it is time to accelerate reform to make
our health care system more accessible and improve its accountability.

FORTY-THREE NEW COUNTRIES GIVEN LOW-COST ACCESS TO HEALTH JOURNALS

Forty-three new countries have been added to the list of eligible
participants in the Health InterNetwork Access to Research Initiative
(HINARI), giving them online access to 2,200 high-quality medical
journals at drastically reduced prices. The 43 countries, which all have
gross national products per capita of between $1,000-$3,000, join the 69
low-income countries (GNP/capita below $1,000) whose hospitals, medical
schools and research institutions already access the package for free.
Access is granted through admission to a portal maintained by the World
Health Organization. The 28 participating publishers are contributing
the reduced fees collected to a fund to train librarians and researchers
to make the best use of the vast amount of information now being made
available.

CALL FOR NOMINATIONS: THE THERESE CASGRAIN VOLUNTEER AWARD

The Therese Casgrain Volunteer Award is presented annually to two
Canadians, a man and a woman, whose pioneering spirit, social commitment
and persistent endeavour have contributed significantly to the
well-being of their fellow citizens. The Department of Human Resources
Development Canada sponsors the award. Eligible persons may be nominated
for their lifelong commitment to voluntarism. The deadline for

DEMONSTRATING HOW PREVENTION PAYS

Almost everyone has heard the expression "an ounce of prevention is
worth a pound of cure." The longstanding assumption is that investments
in prevention pay economic as well as social and health dividends. Until
recently, however, there was little concrete evidence to show that this
is, in fact, true, and few people in the health and social service
sectors were qualified to do the necessary research. In an era of
intense competition for shrinking public dollars, policy makers are
challenging advocates of prevention to prove the widely-held belief that
investing in prevention programs such as early childhood interventions
pays. They are asking that these concepts be demonstrated so that
limited public resources are invested where "cost-effectiveness" and

Vice-President, Resources/Chief Financial Officer.  The Vice-President,
Resources, and Chief Financial Officer reports to the President and is
responsible for the management of the Resources Branch of IDRC.
Resources Branch's mandate is to share in the strategic and operational
decision-making of the Centre; provide leadership in operational and
management issues; and deliver essential services while ensuring the
integrity of Centre operations. In meeting its mandate, Resources Branch
provides specialized services to all parts of IDRC in the fields of
Human Resources, Finance, Administration, Travel and Hospitality, Health
Services, Information Technology and Systems, Grants Administration and
