This paper by Michael M. Rachlis for the Caledon Institute of Social Policy
first reviews Mr. Romanow's report, then outlines a vision for the federal
government to forge a new health policy for the country, and finally concludes
with a review of three options for a renewal of Canada's health policy.

"The Federal Government Can and Should Lead the Renewal of Canada's
Health Policy".

It can be found at: http://www.caledoninst.org/PDF/55382038x.pdf.
