This is part two of a two-part story on social capital based on an interview
with Dr. Dennis Raphael, an associate professor at the School of Health Policy
and Management for York University in Toronto. Today, Dr. Raphael talks about
building social capital in Canada.

TORONTO Building social capital begins with individuals but requires the backing
of the state to be fully successful, according to Dr. Dennis Raphael. The
professor says building social capital must simultaneously involve individuals,
communities and strong social policy. He says when one first looks at a
