Jackie,

Most projects have a resident committee made up of leaders of the
community. They usually are well organized and know what will work and
what will not work. They also may be linked into one or another political
factions so it is useful to find out something about political
organizations in the project. We were very successful in getting a
project in Baltimore to take charge of a high blood pressure control
program but when we asked about cancer prevention, they would not touch
it with a ten foot pole [at that time]. Priorities will very from project
to project. We have had good luck working with housing project leaders in
helping substance abusing pregnant and post partum women and their
children. In one housing project, the leaders actually helped us develop
a substance abuse survey. They did the interviewing [for a modes fee].
