By the time people end up homeless you would be hardpressed to find many
without a certifiable psychiatric disorder.  However as to the cause of
their homelessness, you would be best urged to have the psychiatrist assess
the policymakers and those who elect them.  There are structural causes to
these issues -- concentration of wealth, creation of poverty, weakening of
housing programs, denigration and marginalization of the poor.  To ascribe
the condition to mental disorder is hiding the causes under the rug.
