Hello Emma,
I would suggest contacting an organization affiliated with the Canadian Harm
Reduction Network.
http://www.canadianharmreduction.com/resources.php?action=display&category=Atlantic%20Canada
Locally, we have Mainline Needle Exchange who have evaluated their services.
Mainline is a health promotion project funded by the Nova Scotia Department
of Health and sponsored by the Micmac Native Friendship Centre. The program
is based on a harm reduction approach whose aim is to reduce the incidence
of HIV and hepatitis B and C among people who inject drugs.
Their contact info is:

Subject: [CLICK4HP] Client satisfaction survey of users of a needle syringe
program
Hi all,
I am working on implementing a client satisfaction survey of users of
a local Needle Syringe Service. Any similar projects or useful
resources would be appreciated.
Thanks.
Emma.
