I once carried out a community quality of life study in Riverdale, Toronto
and interviewed an adult native-born Canadian male enrolled in a "literacy
program."  His statement about the then current (1998) right-wing
conservative provincial government had more insight and knowledge than many
with PhDs and MDs who work in the health areas -- and I include myself
among them.  see below.

“Due to the welfare cuts, people are short of money and don’t have that
much money to buy what they’ve got to buy . . . when the Harris government
took power, the first thing he went after was the poor. He went after
social housing . . . people now have nowhere to go. You see the growth of
homelessness. People don’t have families to go to, for example, people that
come from abusive families . . . Counselling for people with psychiatric
problems, that’s being threatened to be cut by the provincial government.
People out there need help, they don’t need cuts, and the more cuts that
appear, the more anger that’s going to keep growing out there . . . People
out there have trouble coping and when they have trouble coping they get
out of control.”
