i was in london this summer and there were some great publications on harm reduction use of cocaine. nicely done booklets but i don't recall anything specifically on crack. i think i have a copy in my office and could refer you to the source.

I am currently searching for information regarding the development / history of
providing safer crack paraphernelia as a harm reducing strategy both
internationally and in Canada, particularly Ontario.  Can anyone recommend some
resources that may contain this information.
