Position Description:

The Los Angeles County Department of Health Services, Public Health is recruiting for a Chief of the Health Assessment Unit (Supervising Epidemiologist) in the Office of Health Assessment and Epidemiology.  

The Unit is responsible for addressing the core assessment function in Public Health and for providing support to other programs in the Department and to outside organizations on population health assessment, including data analysis for needs assessments, indicator development, and translation and reporting of data.  The Unit oversees all aspects of the Los Angeles County Health Survey (LACHS), a population-based telephone survey of a representative sample of approximately 8,000 adults and 6,000 children in the County.  The survey is done every 2-3 years and covers a broad range of health topics.  The Unit also directs periodic surveys related to specific topics, such as bioterrorism and emergency preparedness.  The Unit is responsible for the publication of LA Health, Key Indicators of Health, and other reports that provide LACHS data and other population health statistics.  The Unit provides data to agencies and researchers throughout the county as well as to most Public Health programs.

The Chief of Health Assessment supervises a staff of 8 epidemiologists and research analysts, and oversees contracts for survey research, graphic design, and other services as required.  The Chief is responsible for pursuing funding opportunities to support the survey and overseeing the competitive bidding process (i.e., RFP) to select a contractor to conduct the survey.  The Chief directs the design of the survey instruments, which is a collaborative process involving multiple stakeholders, and works with the contractor to implement the survey and monitor progress and quality.  Once the data are collected, the Chief oversees the development and analysis of the data, assuring the quality of the information, and the analysis and dissemination of the findings in published reports and presentations to both community and professional audiences.  The Unit works closely with other DHS programs and other government agencies as well as many non-governmental organizations including foundations, community-based service providers, advocates, and university partners.  
 
Minimum requirements include a Master's degree from an accredited college or university with specialization in epidemiology or its equivalent and five years of experience designing, conducting, and evaluating epidemiologic studies and field investigations -OR- A Doctoral degree from an accredited college or university with specialization in epidemiology or its equivalent -and- two years of experience designing, conducting, and evaluating epidemiologic studies and field investigations.  The ideal candidate will also have experience working on large health surveys and have experience managing staff and directing a survey or other public health research project.  In addition, the candidate should demonstrate strong written and oral communication skills, and an ability to work effectively with a broad range of professionals both inside DHS and from external agencies, academic institutions, and community organizations.  

Annual Salary:  $61,828 - $81,081
