As posted:

We have a choice, a choice to listen to what these organizations believe will serve their interests and the interests of those they serve and to start pressing along with these organizations for policy change that reflects their demands."

And this is why I stated it would take a "talented individual"  able to work at both ends of the scenario  to make it work. I remember a posting saying to the effect "if that individual is not talented enough it would not work" - it is up to the hiring committee (which needs to include community representation at a 50% +1 level) to ensure that person IS talented enough to ensure the issues of community agencies are identified and do what is necessary to give them what they need to succeed. This person should be the "equalizer" and could be that person who will make it work - if that person is not talented enough then that person would be fired.

It could work.
