In 1989, the House of Commons pledged to eliminate child poverty by the
year 2000. But, writes Dennis Raphael, associate professor of health policy
and management at York University, there has been little progress since
then. Can we expect better from the recently elected parliament? The author
explores first the reasons why Canadians should care at all about poverty
and then prospects for improvements.
