What if the "politicis of health" that you are referring?  What are "structural changes" that are needed?  Does it not include education system and how "education" is delivered?

I think that the issue is not that the education is not important.  The problem is when instead looking at solutions "holistically", we think that a particular "partical solution" is the magic bullet.  We know the impact of poverty on health and well-being, but what causes poverty?

I agree.  I was struck by their emphasis on education as well.  This 
emphasis represents an unwillingness to address the politics of health. 
Their responses may have a lot to do with their working with very deprived 
communities where education is seen as a means of shifting the group 
identity of those experiencing deprivation.  But without other structural 
changes would do noting about the distribution of resources in general.
