This is a backgrounder on the National Child Benefit Supplement (NCBS)
prepared by the Income Security Advocacy Centre, one of three groups who
recently launched a legal challenge to the clawback of the NCBS.

The claw-back of the Federal Child Benefit to parents on social assistance
is the most regressive and mean-spirited piece of public policy I have ever
seen in my 30 years living in Canada. It is almost unbelievable considering
what we know about poverty and health, the explosion of homelessness and
food insecurity in Canada, and the professed commitment of our elected
officials and health care professionals in the importance of sustaining the
health care system. That the money intended for poor families is freuqnelty
diverted to the salaries of middle class health and social service
professionals to support "healthy childhood development" makes this
injustice even worse.
It is a daily and ongoing outrage... -dr
