As I understand it, a needs assessment is a survey of your target group,
asking them about the issues, as they see them. It can range from casual,
using cameras to photograph areas of need, to rigourous scientific surveys,
taking a good deal of time and funding.
An environmental scan can follow. Again, it can be informal, asking your
target group where they would go to have that need met, having your
committee make telephone calls to known groups to inquire about their
mandate and boundaries, or more rigourously, reviewing the mandates of any
associated groups in your location and formally surveying them for their
terms of service and/or annual plans for enhancements It looks around the
community of that target group to see what agencies or groups may be
involved in the identified need. It identifies community gaps or potential
responses to the identified need.
With all of that information, decisions can be made about connecting the
target group to established groups, funding enhancements of existing groups
to serve the needs of the target group or initiating a new service to meet
the needs of your target group, building on existing linkages and mandates.
