Perhaps relevant is the ultimate ineffectiveness of e-mail petitions.  They are *not* a recommended tool for advocacy -- anyone could add any names to them, and repeated forwarding of the message means there's an uncontrollable amount of name/address duplication -- both flaws which make them essentially meaningless as well as a bandwidth drain.

It is much better to use an online tool such as PetitionsOnline (free) for advocacy work:  http://petitiononline.com/
