ENTITLEMENTS AND HEALTH SERVICES FOR ABORIGINAL WOMEN

A study to examine the differences in entitlements and access to health services
for Métis, First Nations, and other Aboriginal women
 in Manitoba and Saskatchewan.

CALL FOR RESEARCHER(s)

Prairie Women's Health Centre of Excellence is seeking a qualified researcher to undertake a contract. The successful candidate will investigate and develop a report that identifies and synthesizes jurisdictional issues in health service provision and governance, and the implications and effects for Métis, First Nations and other Aboriginal women. The geographical scope will be Manitoba and Saskatchewan.

Qualifications:

Applicants must be Aboriginal.

Applicants or applicant teams must be able to demonstrate that they have the following knowledge, skills and experience.
- Knowledge of Canadian legal systems related to First Nations, Métis and other Aboriginal people, and the categorization of people imposed by these systems. - Knowledge about the ways in which the legal rights affect access to health services.
- Knowledge of health as viewed by First Nations, Métis and other Aboriginal peoples.
- Understanding and experience regarding First Nations, Métis and other Aboriginal women's health issues
- Experience in literature research, synthesis and analysis
- Writing skills and experience in writing for policy and research readers
- Communication skills and experience.

Remuneration
- On a contract basis, in two parts, based on the attached task list
- Additional travel expenses to attend meetings with working committee to be covered by PWHCE.
- Researcher must provide her own workspace and computer.

PROJECT OUTLINE

This project is to be completed by March 31, 2005.

Purpose:
To examine jurisdictional issues of Aboriginal Women as they relate to Aboriginal and Treaty Rights and identify the differences in entitlements and access to health services for Métis, First Nations and other Aboriginal women in Saskatchewan and Manitoba. The study would be used to inform researchers and policy-makers to enable them to apply the recognition of these specific jurisdictional differences to their research and policy work.

Required tasks:
Part I - Contract amount $1500
- Compile an annotated list of resources already available on the jurisdiction differences in health services, including those specific to one group. These will include legal documents, academic, community and government literature, university and other training courses, video resources. Make recommendations to PWHCE about the need to develop a new manuscript. - Timeline: one month

Part II - Contract amount $6500
- Prepare a research outline and workplan including information needed to complement existing resources, sources of information, research methods, costs and timeline. Research methods may include reviewing: laws, government policies including federal or provincial policies for Métis and off-reserve Indians, program criteria, program evaluations, Band and Tribal Council policies, and any studies done on the impact of jurisdictional differences on health - Timeline: 2 weeks

- Conduct research and write draft report.

- Final paper for PWHCE should include: Executive Summary, Table of Contents, Research Methods, Bibliography, and Suggestions for Further Research. The final paper will be subject to PWHCE peer review process, editing and publication by PWHCE.

- Communicate regularly with Project Director.

- Meet with PWHCE working committee in person or by teleconference at key points in the planning process, as requested. (Travel expenses to be covered by PWHCE.)

- Contribute to the communication strategy for the project. May include a presentation at launch of paper and be available for media interviews

 KEY ISSUES TO BE ADDRESSED

- Canada Health Act
- Provincial responsibilities
- Regional authorities
- Transfer of responsibilities to Bands, communities

2. Availability of and Access to Health Services
- Differences in programs, services and care available through federal government, provinces, health districts, Bands or Band Councils, including geographical restrictions and whether they are living on-reserve or off-reserve.

3. Effects of Jurisdictional Differences on Women's Health
- Effects may be identified through literature review or key informant interviews. Effects could include, for example, poorer health due to not receiving services, impacts of expenditures on health services & transportation within a limited budget, inter-group stress due to differences in service availability.

4. Service Utilization
- Differences in service utilization due to the jurisdictional differences may be more difficult to assess and perhaps only general comments could be made concerning topics that would be covered in more detail in subsequent health services utilization research.

5. Costs
- Variation in costs to service providers and personal costs incurred by women and their families should be described in general terms.

6. Other Barriers to Care and Access
- General barriers may be identified through literature review or key informant interviews and suggestions made for topics that would be covered in more detail in subsequent participatory action research.
